What has been the worst city for sports in the USA in the last 10 years?

This is a question that comes up time to time between my friends, and we have never been able to agree on an answer. I thought it would be an interesting thought experiment to bring a little science into the argument, and come up with the city that has been subject to the most disappointing sports franchises in the last 10 years.
I used the following rules in my quest to come up with a valid response to the city in the USA that has put its fans through the most difficulties:
  1. Must have at least 3 of the major sports in the USA (NFL, NBA, MLB, or NHL).
  2. None of the city's franchises could have won a championship from the 10 year span of 2007-17.
  3. Lowest average win % across the sports franchises in the same 10 year span
Using the above guidelines, I came up with the below table which depicts the cities with more than 3 sports franchises, the combined number of championships across all franchises, and the average win % for franchises that have not had a franchise championship.

7. Atlanta

Team most likely to win a championship in 5 years: Atlanta Falcons

6. Phoenix

Team most likely to win a championship in 5 years: Arizona Diamondbacks

5. Washington

Team most likely to win a championship in 5 years: Washington Capitals

4. Toronto*

Team most likely to win a championship in 5 years: Toronto Raptors

3. Tampa Bay

Team most likely to win a championship in 5 years: Tampa Bay Lightning

2. Charlotte

Team most likely to win a championship in 5 years: Carolina Panthers

1. Minnesota

Minnesota is the unfortunate winner of the worst sports US city in the last 10 years. The Timberwolves have not made the playoffs since 2004, and have had some absolutely putrid seasons since then. Things are looking up for the Wolves with Jimmy Butler now in the fold, while Towns and Wiggins will continue to mature and promise. The Minnesota Wild and Twins have both been middling teams showing some flashes of promise.

The Vikings are my bet to bring a championship to Minnesota. They have an absolutely spectacular defense with playmakers at nearly every position, and two of the best receivers in Adam Thielen and Stefon Diggs. They have a great chance at making a deep playoff run this year, especially now that Carson Wentz is out. Case Keenum has been playing extremely well and the offensive line is no longer the extreme liability that it was last year. The future is bright for Minnesota and I would not be surprised to see them off this list soon.
